Hi, good question. For an analogy question we need to first decipher the initial statement, which is no easy task.

The sentence tells us that judicial candor is needed in order to have other constraints on judges power, since those other constraints would be rendered more or less useless if judges were allowed to lie.

In other words, we are told that accurate information is a necessary condition, and without accurate info we would not have some other thing.

A however describes a sampling flaw. There was no element of a bad sample in the initial sentence, so A is not the same overall situation.
