Is D incorrect because it isnt necessarily a part vs whole? Cause to me I would think Sugar being a part of ice cream, the whole, would make this answer appealing? Perhaps im missing something in the argument that makes this incorrect...?

Hi, while there could have been a part to whole flaw in D, the author heads that off in the second clause. Since we are told that price of the whole increases whenever the price of the part rises, we actually have a valid argument here by the looks of it.
