Conclusion last sentence or first

I got the correct answer just curious as to what the conclusion would be? Though I got the answer correct I thought the conclusion was the first sentence.

Hi I think the last sentence is the conclusion here. The argument more or less is that "X is the case, if X were not the case we would have this ridiculous situation. Thus, laws must be a certain way." I think that the author is trying to prove that there must be a moral code that transcends law, and that because of that, we must have some exceptions. I think the first sentence is an intermediate conclusion.
