Why not B?

I'm confused why B is necessary? The argument is discussing restricting information share to other countries, not to the constituents within the democracy. It even goes so far to say only competitive countries. Why do we assume keeping information from foreign competitors requires information be withheld from voters?

Hi, the passage tells us that we must withhold info in general, not just from foreign countries. While the goal is to make sure foreign countries don't get that info, the passage is talking about withholding from the general public.
