Hi, K makes an argument that we should regulate cell phones on the grounds that both cell phones and chemicals create pollution, and we regulate chemicals. This is a dumb argument. Cell phones are a minor annoyance, while chemical pollution can often be fatal. The author draws an analogy between two things that are in reality quite different.
