In which one of the following cities must there be fewer than three hospitals?

Can someone explain further?

I'm not understanding why 3 and 6 wouldn't also be good answers. Why is 2 the only answer?

Hi,

This hinges on the deduction that there must be universities in 2 and 3. Since there cannot be a university and a jail in the same city, and since every jail needs another hospital, if we put three hospitals in either 2 or 3 we wouldn't have bough hospitals left over for our second jail.
