Questions about why I think C is correct over E

Is the reason why C is not correct due to the first sentence being the concision? "If their goal is to maximize profits, film studios should concentrate on producing big–budget films rather than small–budget ones". The first word is "if" so that would indicate that the goal does not have to be to maximize profits. Is this correct ?

While the first sentence is the conclusion, the argument is still about how studios can maximize profits. The author argues for big budget films on the grounds that they can attract mass audiences u like small firms, which are cheaper to produce. However the author needs to show that mass audiences are actually the best route to maximizing profits. This is what C does.
