I think you've answered your own question! The author doesn't make a moral judgement, and we have no support to think that they were unethical. While the proposals did in fact fall short as you correctly noted I think the second part of the text you pointed to gives us great support for C. The author notes that the fact that even the best proposals still were not even for full equality shows the enormity of the task the reformers faced.
