The author doesn't have to agree with B in order for their argument to make sense. It's possible that the author thinks that a jewelry store watch is actually expected to work LONGER than one from a department store. It's also possible that the author thinks a jewelry store watch would be expected to last only 90 percent as long as a department store watch. Either way, it doesn't impact an argument about a watch that breaks the next day.
