Broadly speaking, the premises don't even directionally support the conclusion. The author is wrongly assuming that just because some wealthy people are criminals, that there are no criminals among the non wealthy. I might call this some sort of a part to whole flaw, but the general category is less important than being able to articulate why the author is wrong.
