Choosing between C and E

Hi! I was between C and E and ultimately went with C. I definitely see why E fits but was wondering if someone could break down why C doesn't!

I think they might both agree with the principle that we need to know the likelihood that two prints would match, although I'm not sure if I'd go as far as to say that it underlies both passages. However, the answer choice is only talking about partial prints. We don't know each author's attitudes to the criticality of partial's matching.
