Why not A?

The passage mentions that in the real world, there are many things the computers' rules are not able to accurately categorize, e.g., a mobile center. Then, isn't it the complexity of synthesis?

This is true for Synthesis, not syntax. Syntax is a grammatical concept that the passage never tells us is a problem for legal reasoning systems.
