Why not B?

I think B makes more sense b/c line 5 literally says that "perhaps unexpectedly, for their creditors." Could someone please help? Thank you so much!

Where or how does this support support the idea that the creditors are the main beneficiaries? That line tells us that despite what one would think, the change has also included remedies for creditors. I, not seeing how this tells us that creditors are the main beneficiary in a move away from a system that used to prioritize their interests. Nothing in that statement tells me that creditors benefit more than the also mentioned debtors.
