If it's worded like the final rule here, it could be in the same aisle. Any time we say cannot be greater than, that only bans being greater than, and leaves open the possibility of being equal unless that would be banned by the setup or another rule. However, if a rule were phrased as X cannot be greater than or equal to, this would not be inclusive.
