confused on e

slightly confused on e. I thought lines 15-18 discuss answer choice e. "anticipate...social disruptions and upheavals." what am I missing here? did I interpret those lines incorrectly?

I agree that seems to suggest E, but the author then rejects the idea that this was actually predictive around lines 30-35.
