Example #9 - Effect without Cause?

Hello, I understand that A, B, C, E, weaken the argument by changing what the cause would be of teens causing more fatalities, but doesn't answer D show an effect without cause - that being one of the three ways to weaken a cause and effect argument? The effect being that Teens cause more fatal accidents but does not link the cause of that being that teens lack basic driving skills?

I think that is an effect of teens having weaker driving skills. While the argument doesn't make it explicit, basic common sense would equate being a worse driver with being more likely to cause a fatal crash.
