Why is option D wrong?

Based on the set up, 1-2-1-2 = 6 slots and that does not violate any setup rules. M-W&Y-M-W&Y could have worked. I do not see why D was marked as wrong. Please elaborate further. Thanks

If there are two Ws, two Ys, and two Ms this would violate the first rule.
