I actually would negate this as "it is not the case that most of the untranslated tablets contain literature." That said, I wouldn't bother negating this answer choice. Just reading it through, there's no compelling reason that the author would have to believe it to be true. The author is just claiming that the existence of one early scroll disprove a claim that someone else had literature earlier. Whether or both there is literature on any of the other scrolls it was found with isn't relevant to that claim.
