can someone explain a

I thought that Robbins does understand the art to dismiss it. How is a the right answer. Its says he must be able to dismiss it or praise it which he is able to dismiss.

He does indeed understand it well enough to dismiss, but not to praise. A is phrased oddly, but I would read the two conditions as conjunctive given the context. That is, I think A is saying that to dismiss, he must be able to do both of those things, not just one.
