The author is trying to show that in some respects, oral traditions are superior. The reasons that they give for this are that oral traditions improve the memory and enourage what is useless or irrelevant to be omitted. In other words, oral traditions favor omitting needless words and ideas. This directly shows why D strengthens the argument: if economy of expression is good, then the mode of info storing that encourages economy of expression is to be favored.
