trying to understand why d is wrong

is see how a is right but I don't see how d is wrong. If in both years they mined the same amount, then it could be true that in 1991 more coal was consumed. I know I'm missing something just can't quite catch it.

I think that A is the right answer here. We are told that the measurement reflects the change in (amount mined - amount used), and that there are no exports. This means that if there was a decrease in the stock of coal, the last year must have seen more use than mining.

D is wrong because it only covers half of the equation. It's possible that the amount used actually fell, if the amount mined fell by an even greater amount.
