For a must be true, all we need is something that we can prove from the passage, even if it feels somewhat tangential to the point.

Here the last sentence tells us that all of the water met the standard, but some of the samples had more bacteria than others. This means that all the samples had some bacteria, and that they all met the standard. Therefore, the standard must allow for at least some bacteria.
