I would say that the best negation is that there are things other than cortisone that can case a reduction like the one seen.

When we negate we generally want to take the weakest possible negation: I like to do this by saying "it is not necessarily the case that ..." and from there trying to translate it into what it would look like if the answer choice were not true.
