We are looking to show that gyms are a good place to buy used equipment. C gives us criteria that make a place good for buying used gear. That is, c tells us what is sufficient to be a good place to buy. A however only tells us one necessary condition. This might slightly support the reasoning, since we have met one possible necessary condition, but it doesn't justify the argument in the way that the question asks of us, and that C does. We need to something saying therefore gyms are good. Only C does this. A only lets us say that therefore gyms MIGHT be good.
