Why B?

I didn't pick B because there was no information about the funding "in general."

We can apply the general to the specific. B gives us enough info to know that in all cases, as long as something is funded by elected officials who can legitimately fund that activity, the funding is warranted. We can apply this to the argument to show that funding of the arts here is warranted.
