So should I understand this to mean that the testmakers equate "morally permissible" with "moral" ?

I think those really do mean the same thing in this context, where the author says that X is immoral, and the opposite of that would be morally permissible. I think you should note that morally permissible is not the same thing as moral, but rather, it just means not immoral.
