Making sure D is wrong because we don't care why people voted for small, we want to know if there is a correlation between people choosing the capital and them liking big cities?

Answer choice (D) is incorrect because we do not care why some people prefer small cities. We want to show why the argument is flawed. Think of it this way, if we had a sample of 100 people, and 45 of them chose to live in the capital, whereas 11 chose one small city, 11 chose another small city, 11 chose another small city, 11 chose another small city, and 11 chose another small city. Then it wouldn't be true that most people prefer living in big cities rather than small cities.
