Sequencing Rules

For this game, how did the passage indicate that the sequencing rules also applied to those who did not receive ribbons as well? Because that's the only way this game makes sense

So this is a dog show, i.e. dog competition. Thus, even though some dogs don't "win," i.e. they don't get ribbons, they are each being ranked since it is a competition. Therefore, they are each being put into the sequence.
