If the third digit of an acceptable product code is not 0, which one of the following must be true?

I believe there could be two possible answers
the question says that the numbers can appear in any order but the third has to be less than the first fifth there are 2 answers where that applies in my mind

What was the mistake? I feel like 3 or 1 could be the fifth digit
