Couldn't another reason for B being incorrect is that the conclusion states that the Advertisement caused THE NUMBER OF PEOPLE in the locality who smoke cigarettes to decrease, whereas answer choice B just says that the AMOUNT OF CIGARETTES the smokers in the locality smoked decreased?

Yes, great catch! If these smokers did not quit, but merely smoke less, that won't have an effect on the numbers of people.
